UK Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, UK councils are planning to offload social clubs, sports centres, and shopping arcades as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of local authorities are planning to sell assets to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for selling public land and open spaces to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of councils seeking to generate funds from a fire sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Detailed Cases of Proposed Disposals

One local authority in Kent said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Broader Financial Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will need to increase local levies next April to address the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these require time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils this week also found council budgets being stretched by the growing number of children and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the report.

“While only one key city is among the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of England. The figures underscores the scale of difficulties facing municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
